You do not need to buy anything - creating PDFs is built into OS X. Design your document in your favourite program, then proceed as if to print it, in the print dialogue at bottom left your will see a PDF option, select this and choose "Save as PDF", you will then be able to enter a filename and select the place where you want it saved.
