I think there's enough of a grey area to see what happens. I'm not on an iPhone plan so either 1) it's a hardware limitation not mentioned AFAIK elsewhere. 2) it's a software thing that they can turn it off. But I'm allowed to tether with a different phone -- I asked them and they said there was a fair usage policy but there was nothing to stop me doing it apart from that. And since Netshare works when I redo the endless configuration yet again from scratch, that might present a loophole (then again that uses wireless not bluetooth). I suspect it's 1 but it could be 2. anyway, since I'll be installing OS 3 regardless I'll be able to try it. Tethering will absolutely hammer the battery in my experience. So you'll need to plug it into power.
