If you add an account using File>Add Account then on the initial panel put in a false Gmail address and password (something like [email protected] and xxx) then click on continue you should get a panel which allows you to change the account type from IMAP to POP as a drop- down menu item. Then you just have to fill out the rest manually with the actual Gmail information including the real email account name and password wherever needed. This does assume that you're using Apple Mail 4.
