I seem to remember that it requires double the app size as it doesn't overwrite the original until it's downloaded the entire update and verified it so that you are not left with a broken app should the download fail or be corrupt in some way.
I can see that I could run into the same issue with a 16GB iPad and though I was aware of this it didn't register with me when I was choosing the size...
