I have used one of these USB mic inputs, it was fantastic, much better than
an M-Audio box that came with protools LE but used to crash a lot.  You can
use it for XLR and 1/4" mics, and can supply phantom power if required, and
theres LEDs on the front so you can see the gain levels.

This is obviously for connecting real microphones to the computer.  for
speech dictation the usb headsets are the way to go for convienience and
quality, for recording any voice, singing or noises a USB soundcard can be
affordable and vastly superior to the internal inputs.
