ah, workgroup manager is part of osx server, so unless you use your computer in an office environment the chances are it wont apply to your situation. It can be used by evil administrators like me to tie down machines in an office to prevent mounting drives, give certain default printer etc. boring office stuff. It can be used to disable the webcams, for offices who are sensitive about such things.
So it probably doesn't apply to your situation, but i suppose does illustrate that it could be a software error thats stopping your camera from working. somewhere else that you can try looking for clues would be to go to the system profiler application in the utilities folder. expand the tree to show usb devices and see if the theres anything about the camera in there. The webcam is presented to macosx the same way as any other usb peripheral. If it doesn't show up in there the chances then are the hardware could be kaput. (but...
