Hmm, technically, as long as it's an AT&T one and therefore GSM (Verizon is on CDMA and WON'T work), then it could be unlocked/ jalbroken. But, friends have found out the expensive/hard way that it doesn't work like that in practice, and that a US iPhone likes to be registered to a US customer.
I've not tried. Best to Google it? I don't think you can walk into a US Apple Store and merely buy a handset and then put in your choice of SIM. I believe you have to physically register it to a provider in store to activate it...
