Can you be more specific?

When I click on my Downloads folder in the dock it open in a popup scrolling 
window in a grid (because those are my settings, accessed by a right-click on 
the folder) but within that popup window if I scroll down there is an option to 
open that folder in the Finder.

Command-Clicking the dock folder opens a Finder window to show the folder's 
location
Option-Command-Clicking the dock folder opens a Finder window directly showing 
its contents
