The dhcp server should be switched on first but shouldn't impact speed if it 
was switched on afterwards, any network device should pick up an IP address as 
soon as the dhcp server becomes available.

I'd look at the Ethernet switch if speed is an issue. If you're not running a 
separate gigabit switch, get one and plug everything into it.
