It looks like you have to tick its box in the keyboard shortcuts area of
system preferences (of all the crazy places)

snow leopard tidied away lots of services so that you only see the ones you
use.

so to recap, system preferences -> keyboard -> keyboard shortcuts. then
scroll down a litte bit to Files and Folders and make sure folder actions
setup...  is ticked,  you dont actually need to assign a keyboard shortcut
to it.
