Thanks for the feedback / input.

I solved the issue by saving the data in the scratch partition to the desktop, 
I then deleted the scratch partition, this allowed me to increase the size of 
the back up partition and then re establish a smaller scratch partition.
Items from the desktop are being transferred back to the smaller scratch 
partition as I type.
