I had the same problem with a new iPad 3rd generation and contacted Apple 
support. They went through a complete reset procedure with me over the 
phone and eventually said that they would replace the iPad, which they did. 
I went to a local Apple store where they gave me a new one and showed me 
how to save all my apps and data. This is a known problem with this iPad 
and you will find some information on the Apple support pages. A time 
consuming solution but my iPad is working fine now.
