I would create a local network and then something like goodreader, mount the remote folder and something like Foldersynhronizer to keep them mutually updated. Gr allows for embedded folders - not sure About images.
You need to tell the workflow really to say which method is best. What kinds of files for instance? Changing them on iPad or just storage?
