I would create a local network and then something like goodreader, mount the 
remote folder and something like Foldersynhronizer to keep them mutually 
updated. Gr allows for embedded folders - not sure
About images. 

You need to tell the workflow really to say which method is best. What kinds of 
files for instance? Changing them on iPad or just storage? Etc
