Hi,

If you can do it (which would surprise me) I think it would have to be done my 
putting the iPhoto library in a shared folder to which both users have access. 
The iPhoto library would also have to be read (and presumably) write for each 
user - that can be done via Get Info and setting the permissions at the bottom 
of the window.
