The "Other"is unfortunately not directly in your control. Sort of. It contains 
stuff used by various apps as well as iOS itself. Cached files, iPlayer 
downloads, email attachments that sort of thing and more. iOS 6 lets you see 
where some of the space is going in the Usage section.

There are some apps such as http://www.imobie.com/phoneclean/ that are intended 
to slim things down but I've never used one and have no idea how useful (or 
safe) they are. Back up first :)
