I don't use iPads very often, so I missed the obvious. Turn the **** thing off 
(red slider).

It came back on, offering an update to iOS 7, which is currently happily 
downloading.

Off, then on again. Fixes most things.

I won't report if it installs, only if it doesn't. Thanks for the suggestions!
