I use no-ip.com: http://freedns.no-ip.com. For the free service you get to use 
a no-ip.biz address and you have to keep re-activating the account every month 
(they send you an email reminder and you have to log in and confirm that you're 
still using the IP address). If you pay you can have a no-ip.com address and 
then you don't have to keep refreshing it.
