I do this all the time in Yosemite and it works fine. You have to ensure that you drag the icon of PDF 2 over the top of PDF 1's thumbnail or you end up with preview showing the contents of two 1 page documents instead of what you want. A thin grey line appears below the thumbnail for PDF 1 and you need PDF 2 to be ABOVE that but below PDF 1's page.
