Check that Settings > General > Multitasking gestures is switched on.

If that doesn't address it all, and sounds like it may not, then restart iPad 
by holding down the sleep/wake button until "Slide to power off" and after 
you've done that and the whirls thing has gone then hold the sleep/wake button 
to restart.
