Sorry - I am wrong. My partner has NOT yet paid the congestion charge but is just about to - so this email confused me by being sent, coincidentally, on the same day as I was expecting a receipt. So Sam and Russell, you are correct - it obviously is a phishing exercise. I shall delete it and wait for the REAL email to arrive.
