I tried what you suggested and, there was a checkbox marked ‘Open Photos for 
this device’ it’s now unchecked and everything seems fine again.

Launch Image Capture
At the bottom left of the window, click the disclosure triangle
Set the popup menu to No Application.

If not that, maybe a similar setting in the photos app somewhere …
