I think it's more likely that the occasional individual who ran into a
series of unrelated but persistent and critical (for them) issues with
one particular store decided not to bother with that specific one in
future. They might even (after posting some neutral information to help
others) mention that for them, this was the case...
Small online stores are also prone to occasional errors, of course;)
