If you’ve encrypted your iTunes backup then you’ll need that to restore to another iPhone. If you don’t know the password then you’ll need to erase the backup and re-back up the iPhone to the Mac with a new password. If you don’t have access to the password or the iPhone, there’s nothing you can do unfortunately.
