In case someone else has this problem, here is how I solved it.  I put AirPort 
Extreme into Bridge Mode because there was a 'double NAT' ie a conflict with 
the router.  I contacted Apple help and they were extraordinarily helpful in 
getting two Airport Extremes to work at different ends of the house.
