Yes, it could be. I've used it on the lightening cable (cover was
splitting) from the 27 screen to the MBP port. Despite my screen still
being in warranty, Apple would not take it in for replacement. I was
therefore forced to use sugru to stop the tear getting worse and the
cable stopping working. It works fine for that.

Isn't it only for less than 1 amp? I think this cable is more than that?
