I haven’t noticed sluggishness on our various iOS devices. However in the case 
of Safari it does seem to dwell on occasions with some web sites. 

As I also have the iCab app when trying to load sites that dwell in Safari 
mostly iCab comes up with a warning which you can choose to ignore. I suspect 
that Safari is checking the validity of the web site which might account for 
the delay. 

The Mail app is occasionally slow checking for new mail but nothing serious. 
Other than that I’d say that iOS 11 has been a success. Particularly impressed 
on iPad Pro.
