Thanks for the helpful responses.  

It seems like Photoshop CS3 might also have some issues (unless someone knows 
differently) and the scratch disk can’t be defined in the new APFS disk format. 
Its probably time I finished switching to Affinity Photo and Designer anyway - 
and this will force me to do so.
