It depends what you're using it with - see eg

But I don't think you can affect the initial 'Siri's here!' noise
volume.
On Homepad you can say 'set your volume to X percent' and it's separate
from 'the' volume.

You can affect their voice volume, just not that da-da when it
launches. The Maxes have such good sound you will probably have it
fairly quiet so Siri arrives like a car-crash in a quiet street;)
