Hi Catherine

If you log into iCloud.com <http://icloud.com/> and go to iCloud Drive there 
should be a Trash/Undelete function there.

If the folder wasn’t in iCloud Drive but was in the Files section just on the 
iPhone itself, you’d need to wipe/reset the phone and restore from your last 
iCloud or iTunes backup, which may be a bit extreme!
