Hello Virginia, In Accessibility on iPadOS 26 there are quite a number of Zoom related settings. One is “Zoom Region” which on my iPad is set to Window Zoom. There is also a Zoom Controller. Perhaps Apple have re-arranged some of the settings and the things you want are still there but in one of these other sections. Apple Support may be able to help - the support app (free from the App Store) has an accessibility section and led me to an option where I could phone support.
There is an Accessibility testing community website forum that could help … if only I could remember their name! Doh! I may remember.
