IMHO the preload trick sounds promising.  It's low tech, should work on
phone kernels, and if imposed at the beginning of an ecosystem, won't be a
surprise or burden.   It'd help to maintain a blacklist of noncompliant
packages.

Could autopkgtest help flag noncompliant packages?
