Just tried following the instructions and there appears to be an error in the 
build instructions. I think you meant this:

    -o rpi3-all-snap.img --gadget canonical-pi2_3.2_all.snap \
        --kernel xenial-preinstalled-core-armhf.raspi2.kernel.snap \
        --os xenial-preinstalled-core-armhf.os.snap
Note the --gadget target should point to the canonical-pi2_3.2.snap gadget that 
was downloaded?

The --gadget target is a little confusing though. Just for clarification, the 
pi2 gadget is being using for the pi3?

i just uploaded a new gadget that makes the rpi3 work with our rpi2 image. we 
are currently working on a release so with the next 16.04 image this should be 
available to everyone. if you can not wait, i created an 
experimental/unofficial image at [1]; it also has build instructions in the 
README file in case you want to build your own...
