Dear Ubuntu experts,
Now we have an issue creating the oem snap. As per my understanding, this is the oem enablement for our target
board(ours is 4-core A53 and 4-core A57 ARM platform), but I have no idea how to make it. Could you please clarify?

Yes it was due to the lack of apt source that the snappy tool installation was failed. Also thanks to Manik for your warm support.
Now I can continue with the remaining sessions, and probably will bother you guys as I'm really new to this field:)

sudo apt update
BEFORE installing snapcraft?
Also, what is the output of:
lsb_release -a
and
sudo cat /etc/apt/sources.list
