I'm sure they get a fee, but they aren't the service (AOL).  They sold Wal-Mart the old versions of it's software and allow them to use their "points of presence", but many ISP's use AOL's nodes.  Wal-Mart supplies all the service and support out of headquarters in Jacksonville, FL.  (AOL is in Virginia)  It's Wal-Mart's service using AOL's old software.
