I think that it is stupid that they wrote the kid a ticket.

But the cop should have found the kid, took him home
got info from the parents to give to the driver of the car
and explained the situation to the parents hoping that
they would discipline the kid.

Since the kid did get a ticket.... the parents should have
paid it and made the kid work for it to pay them off.
By saying "they won't pay" they are teaching the kid to
not respect authority...... I see quite a bit of this going on
these days... the parents never make the kids accountable
for anything and the don't learn to be responsible.
