Which sea snakes are most venomous?

All of them -- There are some 50 different species of sea snakes, and all of them are venomous. They thrive in abundance along the coast from the Persian Gulf to Japan and around Australia and Melanesia. Their venom is ten times as virulent as that of the cobra. Humans bitten by them have died within two-and-a-half hours.

Fortunately, they do not live in the same environment as humans, so encounters are infrequent.  Even when they happen, sea snakes are remarkably docile for packing such a powerful wallop.  The truly dangerous venomous snakes are the aggressive ones like the water moccasin and king cobra.
