Were the Glasers even available then?  And if so would they have been easy
to obtain?

Yes, I agree with that.  If I wanted to put someone down for certain, I'd
use a hollow-point lead bullet or a Glaser safety slug, which AFAIK consists
of birdshot in liquid Teflon.  They are ideal for use inside airplanes and
submarines as they won't penetrate walls, but they really tear up a human
body.
