Yes, we ran a series of tests the last time the issue came up, and we would have success with one picture, then send the same exact picture, the same exact way and some couldn't see it the next time.

On the format menu there is a check box that says "send pictures from internet" and it should be checked.

 

Incidentally, I got it inline, embedded.  Tim's Mac and AOL users sometimes have trouble with them.  (I saw it on AOL too though).
