The network has given a production order for the show and could have it on the air by midseason. The show comes from "24" executive producer Howard Gordon and writer Liz Heldens ("Boston Public").
"This was definitely the one that got away," Gordon tells The Hollywood Reporter about the show's long stay in development limbo. "This was a project that we loved, and we were heartbroken when it didn't go at FOX. We're grateful to [UPN Entertainment president] Dawn Ostroff and [head of drama development] Maggie Murphy for resurrecting it."
Gordon developed the concept for the series in 2001, then turned writing duties over to Heldens as he was busy with the first season of "24." The two will share executive producer credit with Robert Dwek.
