There's no such thing at room temperature, or at least outside the gas and plasma phases.  If you did have a completely universal solvent, you'd have to store it in some kind of magnetic bottle, in which it doesn't touch anything solid.  Alternatively, you could freeze it.  Solids don't dissolve anything very quickly, so containers would last quite a while.
