The full headers are a usefull thing if a customer ask me why he has
received a certain message that he doesn't want. 
One trick is to let the user select at least two messages that he don't want
receive anymore. If the user click on the forward-button in the
Outlook-toolbar both messages will be attached with full headers into a new
empty message. The user has to complete recipient and subject and go.

If there is only a single message there's another way: Drag&Drop (but for
certain users seems too complicated). Create a new empty message. Go back to
the inbox and click on the unwanted message. Keep pressed the mouse button
and drag them in the task bar over the new empty message. Wait until the
empty message pops up and then move the mouse over the message body. Release
the mouse button. 

Keep in mind: If you try to explain this to certain users by telephone you
will feel like someone who try to explain how to balance a pencil on the
nose.
