Bad Rule 3099673 was mis-coded for some common HTML preface text.
The rule was removed within minutes of the error but did get into some
rulebases.
Coded 13:14 and removed 13:18.
We know this because a number of systems auto-panic'd the rule and
reported it to our early warning system.
The rule was removed before the alerts and should not be present in most
rulebases at this time.
It appears that most systems that did receive the rule auto-panicked the
rule immediately.
