Hi, the received packet has 80:00:13:70:01:7f:00:00:01:dd:9d:0b as authoritative engineId, while your localized users are added with enigneId 80:00:13:70:01:7f:00:00:01:f3:a7:60:c9.

If my assumption it true, the agent is ok and the manager application is the problem.
