See RFC 3416 ยง 4.2.5. In such a case a "notWritable" error is returned.
Exception values will never
be returned on SET operations.

how does the snmp4j return no such instance for snmpSets?
I am looking in the SetHandler in CommandResponder and I don't see the variable
bindings set to No such instance.
I see it in the GetHandler when it checkes the scope in MOScope to return no
such instance.
