The first option is correct. But the xsi:type
is generally optional with other SOAP toolkits.

<parmName xmlns:ns2="someNamespace" xsi:type="ns2:ClassName">
<attr1 xsi:type="xsd:string">xyz</name>
<attr2 xsi:type="xsd:int">123</age>
</parmName>
