I've never seen that. How did you set up your environment, i.e. what did you install and how did you configure? If you are using Tomcat 4.x, you may want to check your work against either http://mywebpages.comcast.net/scottnichol/apachesoapinstall.htm or http://www.onjava.com/pub/a/onjava/2002/02/27/tomcat.html
