For Apache SOAP, you need to get it (http://xml.apache.org/dist/soap/) and a J2EE web container, such as Tomcat (http://jakarta.apache.org/builds/jakarta-tomcat-4.0/release/v4.0.4/). You install these and run the samples (see, e.g., http://www.scottnichol.com/apachesoapinstall.htm). There are several on-line tutorials such as http://www.onjava.com/pub/a/onjava/2002/02/27/tomcat.html and http://www.javaworld.com/javaworld/jw-04-2001/jw-0427-soap.html.
