I got that. I had to put it in soap/webapps/soap rather than soap/webapps.

umm, do you mean you put it in jakarta-tomcat/webapps? I meant in "the
soap webapp", i.e. jakarta-tomcat/webapps/soap; the URL follows the
directory structure. I don't understand how a page not found error could
arise.
