Error opening socket

Hi:

I got following error message when I did
java hello.Client John

Caught SOAPException (SOAP-ENV:Client): Error opening socket: Connection 
refused
: connect

I'm using SOAP 2.2, tomcat 3.2.1, and jdk1.3.02 on Windows 2000.
The tomcat was running on my PC

Could anyone give a clue?
