apache/SOAP newbie....Please help

Hi,
I have questions regarding apache/soap. I'll appreciate if someone can help
me.
I've read the documentation on apache/soap and also IBM webservices
toolkit. But I couldn't get the answers for my questions. Here are my
questions,
 1.Can i install Apache/soap server for Websphere3.5 on os/390?
2. Can I use VisualAge for Java(IDE) for developing/testing webservices
using apache/soap?

Please help me.
